Semiannual Survey of Innovation
Experimental Statistics
About - 2023: Basic indicators
Carried out in partnership with the Brazilian Agency for Industrial Development (ABDI) and the Federal University of Rio de Janeiro (UFRJ), the Semiannual Survey of Innovation (Semiannual Pintec) aims at producing a new generation of indicators on the propensity to innovation of the Brazilian industrial sector, in the scope of the companies with 100 or more employed persons. The results of the survey are based on the application of two different questionnaires, having the year before the data collection as the reference period. The questionnaire used in the first semester is flexible, depending on the focus of the respective edition of the survey. It investigates rotating themes and/or issues. The questionnaire used in the second semester, in turn, is fixed and mainly aims at consolidating the basic information on innovation in the selected companies.
In this publication, the IBGE brings the most recent basic indicators of the Semiannual Pintec, which, shown according to the National Classification of Economic Activities (CNAE 2.0), encompass the consolidation of the following statistics related to 2023: aspects of the innovative behavior of the companies investigated; difficulties and obstacles to innovation; cooperating arrangements established; accomplishment and amount of expenditure in Research and Development (R&D); evolution and expectations on the accomplishment of activities and expenditure in R&D by companies; and public support to innovation. It should be highlighted that the thematic indicators related to 2023 are already available on the IBGE portal.
As a completely new survey, implemented from 2021 onwards, its statistics are experimental, i.e., they are under assessment as they did not hit a complete degree of maturity in terms of harmonization, coverage or methodology.
Also available on the IBGE portal, the publication includes technical notes with methodological considerations on the surveying, an annex with coefficients of variation estimated for the variables, as well as a glossary with terms and concepts considered essential to understand the results.

Description
The survey provides information for the construction of sectorial and national indicators of the innovation activities of Brazilian companies with 100 or more employed persons, having as universe the activities of mining and quarrying and manufacturing industries.
The Semiannual Survey of Innovation - Semiannual PINTEC, results from a partnership established with the Brazilian Agency for Industrial Development - ABDI and the Federal University of Rio de Janeiro - UFRJ, which began in 2021 and has close thematic and conceptual relations with the Survey of Innovation - PINTEC, a triennial survey, started in 2000, which already has seven editions published by the IBGE, with consolidated methodology and statistics.
The purpose of the Semiannual PINTEC is not to replace, but to complement the traditional Survey of Innovation from which it derives, both by introducing new indicators and by updating others, already produced, but in a more timely manner. To this end, two separate questionnaires are applied every six months to collect information from the selected companies, using the year prior to the collection as the reference period. The questionnaire used in the first semester is flexible, depending on the focus of the respective edition of the survey, and investigates themes and/or rotating questions. The questionnaire used in the second semester is fixed and is intended, above all, to consolidate basic information about innovation in companies, through the following variables: incidence of product and/or business process innovations; achievement and expectations regarding expenditures on internal Research and Development (R&D) activities; cooperation for innovation; and problems and obstacles to innovation.
The survey is released twice a year, having as reference period the year prior to the collection: the results of the questionnaire referring to the first semester are disclosed in a volume of thematic indicators, while those corresponding to the second semester, in a volume of basic indicators. Its geographical coverage is national.
