It encompasses information on actions, care, attention, benefits and aid for the reduction and prevention of vulnerabilities and risks, victimization, fragilities, contingencies, which citizens and their families face in the course of their life cycle, due to social, economic, political, natural restrictions, or to violation of human dignity, such as: unemployment; disease; invalidity; aging; and loss of spouse or parents. It also includes actions, care, attention, benefits and aid to address poverty and inequality, and to promote well-being and social protection for families, children, adolescents and young people, people with disabilities and the elderly, among others.

It also includes public management of social assistance.
