The fight against social inequalities in Brazil has been the object of researchers and policy-makers engaged in identifying and reducing them. Among the multiple ways these inequalities arise, the obstacles faced by persons with disabilities stand out, affecting their well-being and quality of life. Therefore, deeper studies on the theme are needed so as to promote the rights of this populational group in society, in equal terms of living, education, qualification, circulation and professional inclusion.

As a contribution to these studies, the IBGE brings in the present factsheet an analysis focused on the life conditions of persons with disabilities in Brazil and shows social inequalities seen in certain levels for which there are available data. One major source is the National Survey of Health - PNS 2019, carried out by the Institute. In addition to the sociodemographic characterization of the persons in such conditions, other important aspects of their well-being are also addressed, as labor, education, health, participation and management, income and housing. To this end, some other sources were used: records on the latest municipal elections compiled by the Superior Electoral Court - TSE; data from the School Census of the National Institute for Educational Studies and Research Anísio Teixeira - INEP; and statistics on the public initiatives and political reality related to this theme, in the municipal sphere, from the Survey of Basic Municipal Information - Munic, also carried out by the IBGE. Together, the data strengthen the pursued analysis and point out the main barriers and disadvantage of persons with disabilities in Brazil as far as the examined aspects are concerned.

The factsheet is also available in print. The respective technical notes are only available online on the IBGE website. They summarize the metadata of the indicators hereby released and present the general aspects of the information sources used in the study, as well as the topics related to the accuracy of sample survey estimates. A glossary to facilitate the understanding, with the most important concepts, is available at the end.

In the case of this particular study, mostly grounded on the 2019 PNS, the coefficient of variation was calculated in association with each one of the estimates. Their values served as a basis for the geographic and sociodemographic divisions, with sufficient statistical reliability and they are part of the study's table plan, also published on the IBGE website.
