Health Satellite Account
About - 2010-2021
Satellite accounts are an extension of the System of National Accounts. They allow the analysis of the profile and evolution of the sector comparing with the economy overall, measured by the National Accounts.
In this publication, Health Satellite Account Brazil – resulting from a partnership of IBGE with the Oswaldo Cruz Foundation (FIOCRUZ), the Institute for Applied Economic Research (IPEA), the National Agency of Supplementary Health (ANS) and the Ministry of Health – shows systematized data about the production and dynamics of this sector, providing an overview of the resources and uses of health in Brazil in the period 2010-2021.
As in previous editions, the publication presents three perspectives for the analysis of this economic sector: demand, which deals with the final consumption of health goods and services by the resident population; supply, which approaches the participation of health-related activities in the composition of total value added of the economy; and income, which measures the participation of the sector in the generation of jobs and income in the country. The technical notes about the topic are released separately and can be accessed in digital means, only, on this page. They consist of methodological considerations on the study and a glossary with the relevant concepts.
The Health Satellite Account of Brazil adopts a classification of products and activities that is compatible with the National Classification of Economic Activities – CNAE 2.0 and presents information comparable between each other and fully compatible with the System of National Accounts – reference 2010 in order to estimate the participation of health in the Brazilian economy overall and make comparable analyses in time. Its estimates are, therefore, in conformity with the System of national accounts 2008, SNA 2008, a manual based on documents by the United Nations – UM, European Commission – Eurostat, International Monetary Fund - IMF, Organisation for Economic Cooperation & Development – OECD and World Bank reflecting the IBGE’s commitment with the system of regular reviews of its practices, according to international recommendations.

As TRUs descrevem a economia segundo três perspectivas: a perspectiva dos recursos ou da oferta (valor produzido, importado e pago em impostos sobre produtos, além de margens de comércio e transporte); a perspectiva dos usos ou da demanda (valor consumido, estocado, usado como investimento ou exportado) e a perspectiva da renda (salários pagos, excedentes operacionais e outros impostos sobre a produção).
Além de permitir a estimativa do Produto Interno Bruto - PIB e de reunir informações sobre produção e consumo, o SCN permite a análise de setores específicos como o de saúde. O manual System of national accounts, SNA 2008 recomenda, para isso, a elaboração de contas-satélites.
As contas-satélites, geralmente, permitem aumentar o detalhamento e o escopo dos setores estudados. Na atividade Saúde pública, por exemplo, há diferenças de universo entre a Conta-Satélite de Saúde e o SCN. No SCN brasileiro, Saúde pública não engloba hospitais militares e hospitais universitários, cujos orçamentos não estão subordinados aos gestores da saúde. Na Conta-Satélite de Saúde, esse âmbito foi redefinido, permitindo uma descrição mais completa do sistema de saúde do País.
A delimitação do setor de saúde da Conta-Satélite de Saúde implicou na seleção de atividades econômicas consideradas típicas de saúde, a partir da CNAE 2.0.

The release of the publication Health Satellite Account Brazil – resulting from a partnership of IBGE with the Oswaldo Cruz Foundation (FIOCRUZ), the Institute for Applied Economic Research (IPEA), the National Agency of Supplementary Health (ANS) and the Ministry of Health – shows systematized data about the production and dynamics of this sector, providing an overview of the resources and uses of health in Brazil.
This edition presents information about final consumption and foreign trade of goods and services related to health, and about labor and income in the activities which generate these products, in the 2010-2013 period. These data detail the participation of each activity related to health in the economy and allow the follow-up of its eveolution. The publication includes technical notes about the methodological nature of the study, like the scope of the sector in this publication, as well as a glossary describing the relevant concepts. In addition to this information, appendices detail the structure of the Supply and Use Tables - SUT . The enclosed CD-ROM reproduces the printed version.
The information presented herein makes it possible to trace the profile of the health activities in Brazil along the years, thus contributing to the valuation of this important economic sector.

Methodological considerations on the Health Satellite Account can be obtained in the Technical notes chapter of its results publication.
Methodological considerations on Health economy: a macroeconomic perspective 2000-2005 can be obtained in the Technical notes chapter of its respective volume. That was a preliminary publication, which brought most of the data presented in the Health Satellite Account for that period, though it had gaps like, for example, it did not cover the production of health services in hospitals of the Ministries of Defense and Education, which were included later.
