Gross Domestic Product of Municipalities

About - 2022-2023

The estimates of the Gross Domestic Product - GDP of the Municipalities are developed by the IBGE, in partnership with State Statistical Offices, State Government Secretariats and the Manaus Free Trade Zone Superintendency - SUFRAMA, since the year 2000, and follow a uniform methodology for all Federation Units. They are integrated with the procedures adopted in the System of National Accounts - SNA and the System of Regional Accounts - SRA of Brazil, therefore complying with the manual System of National Accounts 2008, SNA 2008, and with the National Classification of Economic Activities - CNAE 2.0. Such estimates (base year 2010) are released annually through tables and an analytical newsletter that discusses the main highlights observed in the reference period considered.

Due to the additional work to reformulate the System of Accounts, the results of this edition of the GDP of the Municipalities for the years 2022 and 2023 are presented without the traditional opening of the gross value added for the three large sectors of economic activities – Agriculture, Industry and Services –, as well as for Administration, defense, education and public health and social security, whose estimate, due to the importance of this activity in the Brazilian economy, had been made available until then. Also exceptionally, the results of this edition were not the subject of an analytical newsletter, being made available in interactive tables and maps that allow the interpretation of the estimates obtained based on typologies and geographic regionalization. These illustrative instruments, accessible on the IBGE portal, give other meanings to GDP of the Municipalities data, by highlighting patterns of concentration and dispersion associated with the forms and densities of settlements, as well as with the economic and political-administrative functions of different parts of the National Territory.

Statistics with the traditional opening of gross value added will be resumed after the publication of the new SNA time series (base year 2021), scheduled for 2027.

The technical notes that accompany this publication include a glossary with the terms and concepts considered relevant and can also be accessed on this page, which offers, among other information, the methodology of the GDP of the Municipalities and the complete database of all municipal estimates on the subject for the years 2002 to 2021, which includes, at current prices, the gross value added of the three major sectors of economic activities, as well as Administration, defense, education and public health and social security; taxes, net of subsidies, on products; GDP and per capita GDP. For the years 2022 and 2023, as previously highlighted, only GDP and per capita GDP estimates are available, considering for such the population data from the 2022 Population Census.

Important notes

It should be noted that the estimates corresponding to the Municipalities of the State of Maranhão, which depend on information on the delivery of goods, were developed according to data on employed personnel. The activities that encompass the use of this information are mainly Mining and quarrying industries; Manufacturing industries; Trade and repair of motor vehicles and motorcycles; and part of the activity Accommodation and food. The other activities were estimated with information from other sources and were therefore not affected.

It is also important to highlight that the GDP of the Municipalities, in the current model, is fully integrated with the SRA results. As a precaution, however, it should be noted that some procedures were adopted for the 2022 and 2023 estimates in the current series (base year 2010), and, therefore, the data should be used with caution for analyses of the 2002-2023 series. In 2027, when the new series is released (base year 2021), the results of the GDP of Municipalities will be definitively re-presented, also integrated into the new SNA series.

Description

The IBGE, in partnership with State Statistical Organizations, State Government Departments and the Superintendence of the Manaus Free Trade Zone, SUFRAMA, presents, in this publication, estimates for the Gross Domestic Product (GDP) of Municipalities. The results, comprising the period from 2010 to 2014, are cross comparable and are fully integrates to the series of National and Regional Accounts of Brazil; therefore, pursuant to the new manual System of national accounts 2008, SNA 2008, and to the National Classification of Economic Activities - CNAE 2.0.

The publication presents the gross value added, at current prices, of the three major sectors of the economy - Agriculture, Industry and Services - as well as taxes, net of taxes, GDP and GDP per capita from 2010 to 2014. The highlight is the gross value added of the Public administration, health and education and social security due to the relevance of this segment in the municipal economy. The analysis of results, illustrated with tables, charts, graphs and cartograms, focus on economic aspects of national, regional and municipal coverage.

For the years prior to 2010, it should be noted, data were backdated to 2002, considering the availability of information for the period, and a new series was estimated, adapted to the changes of CNAE 2.0.

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, no uso das atribuições que lhe confere o inciso II, do artigo 87 da Constituição Federal, resolve:

Art. 1º - A divulgação dos resultados de indicadores conjunturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE seguirá as seguintes etapas:

I - às sete horas do dia da divulgação serão encaminhados os resultados, acompanhados de um sumário-executivo elaborado pelo IBGE, para as autoridades da lista de precedência;

II - às nove horas do dia da divulgação serão encaminhados os resultados para os órgãos de imprensa e disseminados na Internet, através do sítio https://www.ibge.gov.br.

§ 1º. Os técnicos do IBGE estarão disponíveis para prestar esclarecimentos aos usuários sobre os resultados da pesquisa divulgada a partir do encaminhamento de que trata o inciso II do caput.

§ 2º. O disposto nesta portaria aplica-se a qualquer indicador conjuntural produzido pelo IBGE, especialmente aos seguintes:

I - Índice Nacional de Preços ao Consumidor (INPC);

II - Índice Nacional de Preços ao Consumidor Amplo (IPCA);

III - Índice Nacional de Preços ao Consumidor Amplo - Especial (IPCA-E);

IV - Índice Nacional de Preços ao Consumidor Amplo (IPCA-15);

V - Pesquisa Mensal de Emprego (PME);

VI - Contas Nacionais Trimestrais;

VII - Pesquisa Industrial Mensal - Produção Física Brasil (PIM-PF Brasil);

VIII - Pesquisa Industrial Mensal - Produção Física Regional (PIM-PF Regional);

IX - Pesquisa Industrial Mensal de Emprego e Salário - (PIMES);

X - Pesquisa Mensal de Comércio (PMC);

XI - Sistema Nacional de Pesquisa de Custos e Índices da Construção Civil (SINAPI);

XII - Conjuntura Agropecuária (Levantamento Sistemático da Produção Agrícola - mensal; Pesquisa Trimestral de Abate de Animais; Pesquisa Trimestral de Leite; Pesquisa Trimestral de Produção de Ovos de Galinha; Pesquisa Trimestral do Couro).

Art. 2° - A relação das autoridades constantes da lista de precedência específica a cada pesquisa de indicadores conjunturais, será divulgada por intermédio de Nota Oficial da Instituição e disseminada no portal do IBGE na Internet, através do sítio https://www.ibge.gov.br

Art. 3º - As autoridades constantes da lista de precedência deverão observar o mais rigoroso sigilo das informações referentes aos indicadores de que trata esta Portaria, nos termos do disposto na Lei nº 8.112, de 11 de dezembro de 1990.

Art. 4º - Revogam-se as Portarias nº 164/MP, de 20 de dezembro de 1999, e nº 167/MP, de 5 de setembro de 2003.

Art. 5º - Esta Portaria entra em vigor na data de sua publicação.

PORTARIA Nº 15, DE 27 DE JANEIRO DE 2005

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, INTERINO, no uso das atribuições que lhe confere o art. 87, parágrafo único, incisos I e II, da Constituição e considerando o disposto no art. 27, inciso XVII, alínea "c", da Lei nº 10.683, de 28 de maio de 2003, resolve:

Art. 1º - Disciplinar os procedimentos a serem observados na divulgação dos resultados de indicadores estruturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE.

Art. 2º Os resultados serão encaminhados pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE ao Ministro do Planejamento, Orçamento e Gestão, com antecedência mínima de quarenta e oito horas do horário fixado no art. 3º, inciso I, desta Portaria.

Art. 3º No dia da divulgação dos resultados dos indicadores de que trata esta Portaria, serão observados:

I - liberação para a imprensa e disponibilização pela Internet, no endereço: (https://www.ibge.gov.br), às 10 horas;

II - os técnicos do IBGE somente poderão prestar esclarecimentos sobre os resultados dos indicadores estruturais após a liberação e publicação na forma do inciso I.

Art. 4º Os servidores que tenham conhecimento prévio dos resultados deverão manter rigoroso sigilo, sob pena de responsabilidade nos termos da Lei nº 8.112, de 11 de dezembro de 1990.

Art. 5º Esta Portaria entra em vigor na data de sua publicação.
