About the publication - 2014
The 2014 Territory Management study identified 2,204 municipalities that form management centers in the country, which are ranked in 9 levels of territory management centrality.
For this purpose, two database sets were used: the first is formed by information about the internal organizational structure of the considered public institutions (National Institute for Social Security – INSS, Ministry of Labor and Employment, Secretariat of the Federal Revenue, Federal Court, Regional Electoral Courts, Regional Labor Courts, besides the IBGE), surveyed in 2013; whereas the second one is formed by the headquarters and private enterprise branches relationship, as long as they are located in different municipalities, with the Central Register of Enterprises – CEMPRE, of the IBGE, having 2011 as reference. Moreover, in the publication there are detailed analyzes of the municipalities’ centrality and of the management flow for each one of these topics that form the general database.

Municipal database: includes the survey information related to each municipality, including its classification of centrality. The levels of the public institutions are similar to the IBGE regionalization. Therefore, level 1 is similar to microregions, level 2 is similar to mesoregions, level 3 to states, level 4 to macroregions and level 5 to Union.
Flows of public management: include information related to the liaisons between pairs of municipalities. The origin and destination of the flows are arbitrary, since the liaisons are carried out in both ways, according to the experience of the selected public institutions. The origin of the liaison was considered the lower-level municipality in the pair, according to the internal organization of each institution. The destination of the liaison was considered the higher-level municipality, according to the organization of each institution.
High level flows: include the information related to the higher-level liaisons of the public institutions, among pairs of municipalities. Only the connection between the headquarters of the institutions and their immediately lower levels were considered. The origin of the liaison was considered the lower-level municipality in the pair, according to the internal organization of each institution. The destination of the liaison was considered the higher-level municipality, according to the internal organization of each institution.
Flows of business management: include the information related to the business liaisons among pairs of municipalities.

What is the difference between the urban area established by the REGIC survey and the levels of centrality identified in Territorial Management?
The levels of centrality identified in the survey Territorial Management are some of the inputs to establish the hierarchy in the REGIC urban areas, especially for the highest layers of the urban hierarchy, as Metropolises and Regional Capitals. Although the hierarchy in the REGIC urban areas consider other factors, such as the capacity of appealing population to consume goods and services, which includes, for example, the population flows from small municipalities to municipalities with bigger market centers.
