Statistics of the Register of Individual Micro Entrepreneurs
Experimental Statistics
About - 2022
In continuation of the release of experimental statistics about individual microentrepreneurs (MEIs). The IBGE presents, in this study, a group of indicators about the topic, based exclusively on administrative records. In order to reach this objective, it uses information from the National Register of Legal Entities – CNPJ, the Simplified Taxation System (SIMEI), the Special Secretariat of the Federal Revenue of Brazil; the Individual Taxpayer Registry (CPF); the IBGE’s Central Registry of Enterprises – Cempre, the Annual Report of Social Information - RAIS Employee, of the former Ministry of Labor and Social Security; and, as an innovation, in relation to the previous edition, information from the Single Registry of Social Programs – CADÚnico, of the former Ministry of Citizenship, which enabled the inclusion of indicators related to social assistance received by individual microentrepreneurs.
As in the previous edition, four thematic axes guide the current approach, which encompasses, if not all, a relevant part of the significant number of people under this tax regime: registration characteristics of the enterprise, sociodemographic characteristics of the entrepreneur, previous experience of the entrepreneur in the formal labor market, and business dynamism. The analyses encompass legal and natural persons of individual microentrepreneurs; their professional experience in the formal labor market both from the perspective of the employee and from the perspective of the enterprise they worked for; and the market entry and exit dynamics of these entrepreneurs and enterprises, besides their performance, based on the survival rate, three years later, of MEIs registered in 2019. Some of these indicators were also analyzed from a regional perspective, given the relevance of local phenomena.
This study is experimental and its statistics are under evaluation as they have not yet reached a full level of maturity in terms of harmonization, coverage or methodology. It is expected that the current dimensions of analyses may contribute to a better quantification and definition of the number of entrepreneurs and enterprises in the country, aiming at the improvement of policies directed to these segments.
The publication, also available on the IBGE website, includes technical notes with methodological considerations about the study, as well as about its current limitations and prospects, and presents, at the end, a glossary with the terms and concepts considered essential for the understanding of results.

Inclusion of a footnote in the publication "Statistics of the Register of Individual Micro Entrepreneurs" regarding the designation of the data source
Published date: 06/09/2024
Description:
Inclusion of footnote: “The Ministry of Labor was extinguished by Provisional Measure No. 870, of January 1, 2019, later becoming the Special Secretariat for Social Security and Labor, subordinate to the Ministry of Economy. On June 18, 2019, Law No. 13,844 began to establish the basic organization of the bodies of the Presidency of the Republic and the Ministries. With the enactment of Provisional Measure No. 1,058, of July 27, 2021, this Secretariat was also extinguished, and the Ministry of Labor and Social Security was created, whose name remained as such until December 31, 2022. On January 1, 2023, the Ministry returned to being the Ministry of Labor and Employment, as it had been previously, from 1999 to 2014, with social security agendas being assigned to its respective ministry. It should be noted that the statistical data now disclosed correspond to the reference year of 2022 and are therefore associated with the official name of the Ministry in force at the time of this study, that is, the Ministry of Labor and Social Security, with this nomenclature also being adopted in the source of the illustrations (tables, charts, graphs and cartogram) that make up this publication. “
The inclusion iis found in the following elements of the publication: page 5 of the Introduction, in the reference linked to the expression "of the then Ministry of Labor and Social Security"; page 7 of the Introduction, also in the reference linked to the expression "of the then Ministry of Labor and Social Security"; and, similarly, page 70 of the glossary.Actions: Error corrections will be immediately incorporated into the textual publication (PDF).
