IBGE carries out Showcase Workshop on Censuses of the Population Experiencing Homelessness

From April 13th to 15th, the IBGE will hold a Showcase Workshop on Censuses of the Population Experincing Homelessness in Rio de Janeiro, bringing together representatives from the public sector, academia, social movements, and international organizations to discuss methodologies, challenges, and best practices aimed at designing a National Census of the Population Experiencing Homelessness in Brazil.

The event will take place in the Auditorium of the Integrated Headquarters of the Attorney General's Office (AGU), downtown Rio de Janeiro, and will be broadcast by Digital IBGE.

The lectures start off on Monday (13) with the opening panel, which will include the participation of the president of the IBGE, Marcio Pochmann, as well as representatives from the Ministry of Human Rights and Citizenship (MDHC), the International Organization for Migration (IOM), the Intersectoral Committee for Monitoring and Evaluation of the National Policy for the Population Experiencing Homelessness (CIAMP-RUA), the National Movement of the Population Experiencing Homelessness (MNPR) and the IBGE's high command in the areas of Surveys, Geosciences and Census Operations.

On the first day, the central debate addresses the construction of a National Census of the Population Experiencing Homelessness, mediated by the IBGE and with contributions from experts from the Institute's Directorate of Surveys, Ipea, MDHC and CIAMP-RUA. The afternoon will be dedicated to the presentation of national and local experiences of censuses and surveys of this population, with the participation of university researchers, state and municipal research institutes and representatives of local administrations and social movements, divided into two panels.

On Tuesday (14), the program continues with new showcase panels of  censuses carried out in different states, such as Minas Gerais, Bahia, Ceará, Pernambuco, Paraná, Goiás, Mato Grosso do Sul, and the Federal District. The debates bring together universities, social pastoral groups, municipalities, municipal secretariats, as well as members of the National Movement of the Population Experiencing Homelssness, reinforcing the diversity of approaches and regional contexts. The day closes with a workshop discussing the definition of the target population and approach strategies, mediated by IBGE technicians.

The last day of the workshop, Wednesday (15), is dedicated exclusively to thematic workshops on operational and methodological aspects of the future National Census. Discussions are planned regarding prior mapping and coverage, questionnaire development, logistical organization, team hiring and training, as well as social participation and prior consultation. The activities are conducted by teams from the Research and Geosciences Directorates and the General Coordination of Census Operations of IBGE. The event will conclude with a plenary session, which will bring together the main good practices and recommendations discussed over the three days, seeking to improve census strategies aimed at the population experiencing homelessness in the country.
