IBGE launches Triple Forum Report, in Fortaleza

The Brazilian Institute of Geography and Statistics launched, this Monday (23), the Triple Forum Report, with the signing of the document that brings together discussions and strategic guidance related to public policies and intersectoral planning. Presented by the general coordinator of the Center for Information Documentation and Dissemination (CDDI), Daniel Castro, the event was attended by the president of the IBGE, Marcio Pochmann; the state superintendent of Ceará, Francisco Lopes; Andrea Diniz, head of International Relations at the IBGE; Jorge Abrahão, from the National School of Statistical Sciences (ENCE); Lia de Freitas, first lady of Ceará; Artur Bruno, president of the Fortaleza Planning Institute (Ipplan); João Vicente Ferrer, representative of the Regional Council of Economics of Ceará (Corecon-CE) and Fecomércio-CE; Caio Victor, from the State Secretariat of Planning and Management; and Alfredo Pessoa, director-general of the Institute for Economic Research and Strategy of the State of Ceará (Ipece).
The president of the IBGE, Marcio Pochmann, emphasized the importance of the event. “The Triple Forum aimed to bring together and integrate statistical institutions within the Global South. In this sense, the presence of statistical institutes from the BRICS countries, Portuguese-speaking countries, Mercosur countries, and countries surrounding the Amazônia biome was important.”
The superintendent of Ceará, Francisco Lopes, evoked the 2025 event in the state, which aimed to promote a technical debate on the challenges of international governance in the Digital Age and its impacts on the economies of the Global South. “The Triple Forum was a source of great satisfaction. We had a three-day event with more than 40 panels. The majority were from Ceará. The collaborative work resulted in the report that culminates with today's launch,” Mr. Lopes pointed out.
The head of International Relations at IBGE, Andrea Diniz, highlighted the continuous work following last year's Triple Forum. “This moment is both an arrival and a departure point. The Triple Forum gave us the opportunity to discuss important ideas and themes. It was also a moment to establish new partnerships and agreements. And we continue working, now and in the future. The event had many people from Ceará and also from outside Brazil.”
Ms. Diniz also mentioned the agreements made at the Triple Forum. “Last year was the year Brazil chaired the BRICS. Therefore, the IBGE led the BRICS statistical institutes; we brought the heads of the statistical institutes of these countries to Fortaleza. There was also the creation of an observatory of experiences and climate mitigation, of the international training center, which aims to serve all BRICS countries, and finally, the creation of a journal for publishing original articles on BRICS, which is currently under ENCE's supervision, but has the participation of the other BRICS countries,” she said.
Caio Vitor, from the State Secretariat of Planning and Management, explained the technical cooperation agreement. “It is based on three main pillars: the dissemination of official IBGE statistics, the application of statistics in the design and assessment of public policies, and finally, the training of state public officials through ENCE.”
The First Lady of Ceará, Lia de Freitas, highlighted the attention given to the state and the Northeast Region. “Besides turning the world's attention to the South, we in Brazil have focused on the Northeast by hosting the Triple Forum in Ceará. The Triple Forum also served to demonstrate the potential of our state and our Northeast Region. With this report, we hope to take even more strategic measures and decisions.”
For Alfredo Pessoa, Director-General of the Institute for Economic Research and Strategy of the State of Ceará (Ipece), the event was successful. “We managed to put on a great event with good debates. We were out of practice because of the pandemic. So, holding the Triple Forum was important. It was a challenge and now we are in the follow-up phase, with the release of the report.”
Artur Bruno, from Ipplan Fortaleza, spoke about his participation in last year's event. “We were at the Triple Forum and participated in several sessions. I was on the environmental panel and the debate we had was very interesting. And now we will see the result of all this here.”
João Vicente, representative of Corecon and Fecomércio-CE, highlighted the importance of the event. “I thank the institutions and, especially, the economists of the state of Ceará and all those professionals who need and require information in their daily work. The importance of this event is very great for all professionals. I also congratulate the IBGE on its 90th anniversary.”
Triple Forum was IBGE's largest international event
The Triple Forum, held in 2025, was an initiative of the IBGE, in co-organization with the government of the state of Ceará, and other supporters, bringing together, at the Ceará Events Center in Fortaleza, heads of statistical institutes, authorities, parliamentarians, public and private managers, universities, civil society entities, young researchers and students, among others, to discuss relevant topics for development, focusing on the Global South and in various areas such as youth, sustainable development and new and current indicators.
The main objective of the event was to promote technical debate and the exchange of experiences among participants, especially regarding public policies in the digital age. The Forum also addressed the importance of the Global South and its potential, highlighting the agreements and partnerships established during the event.
The Triple Forum also included the participation of official delegations from various countries and the presence of international speakers, as well as activities such as roundtables, plenary sessions, and technology workshops. The event was the largest international event held by the IBGE in Brazil and focused on the importance of data and statistics for more effective policy-making and for strengthening the Global South.
