IBGE releases unprecedented data on racial equality policies in state and municipal administrations

The Brazilian Institute of Geography and Statistics (IBGE) released this Friday (31), in the IPEA auditorium, in Brasília, the results of an unprecedented block of the Survey of Basic Municipal (MUNIC) and State (ESTADIC) Information 2024. The study, which analyzes the political-institutional structure of state and municipal administrations aimed at promoting racial equality, represents a novelty in the survey carried out by the IBGE.
The public press conference began with the session The importance of MUNIC/ESTADIC surveys and the insertion of the Racial Equality Block after more than twenty years of existence of the surveys. The Deputy Executive Secretary of the Ministry of Racial Equality (MIR), Bárbara Souza, the President of the IBGE, Marcio Pochmann, the President of the Institute of Applied Economic Research (IPEA), Luciana Mendes Santos, the Deputy Secretary of the National Secretariat for Policies to Promote Racial Equality (SENAPIR/MIR), Luana Vieira, the Director of Evaluation, Monitoring and Information Management (DAMGI/SENAPIR/MIR), Tatiana Dias, and the Director of Surveys (DPE/IBGE), Gustavo Junger da Silva participated.
Marcio Pochmann, President of the IBGE, spoke about the importance of updating the information blocks in MUNIC and ESTADIC surveys and reinforced the IBGE's role in producing strategic data for the formulation of public policies.
“This survey is of fundamental importance and deals with how Brazilian municipalities and states see problems and position themselves. The presence of this session means work to decentralize information (…) we do not carry out academic research of a merely descriptive nature, but which are linked to the need to develop public policies based on the observed reality,” stated him.
The Deputy Executive Secretary of MIR, Bárbara Souza, highlighted the relevance of the cooperation between the Ministry of Racial Equality and the IBGE for the development of the ethnic-racial equality agenda.
“Everything is more possible when we have data to guide public policies. And this is a very important new result that contributes to what we want: advancing racial equality policies, affirmative actions and policies for traditional communities,” highlighted the Secretary.
Results
In the second part of the event, the results of the Racial Equality Block were presented, mediated by the Coordinator General of Monitoring of DAMGI/SENAPIR/MIR, Luciano da Silva. Participating in the technical session were the Coordinator of Population and Social Indicators of the IBGE´s Directorate of Surveys (online), Cristiane Moutinho, the IBGE´s Manager of Social Studies and Surveys, Vânia Pacheco, and the Director of Evaluation, Monitoring and Information Management (DAMGI\/SENAPIR\/MIR), Tatiana Dias.
Vânia Pacheco, from the IBGE, highlighted that the data allow us to understand how racial equality policies are institutionalized in state and municipal administrations.
“Although the figures regarding the existence of structures, policies and programs required for the development of the policy are modest, it is already a good sign that municipalities and states are concerned with the issue of racial equality,” said her.
The public present was able to ask questions and exchange experiences about the use of information from ESTADIC 2024 and MUNIC 2024 to strengthen racial equality policies in different government spheres.
The wrap up session was marked by the announcement of the Technical Cooperation Agreement (ACT) between MIR and the IBGE, and the launch of the call for the Political-Institutional Analysis Bulletin (Bapi), which will bring analyzes of the results of the Racial Equality Block of MUNIC and ESTADIC 2024 surveys.
The presentation was led by Luciana Mendes Santos Servo (IPEA). “The bulletin will be an important space for reflection and analysis on the institutional paths towards racial equality in Brazil,” explained Servo.
The event ended with a speech by Tatiana Dias, who thanked the IBGE, MIR and IPEA teams and reaffirmed the joint commitment to strengthening data production and the implementation of public policies aimed at racial equality.
“I would like to congratulate the entire IBGE team for bringing this wealth of information from MUNIC/ESTADIC that are subsidies and inputs for the work of public policies, for social control and for state and territorial management. With the survey we have a broader and more complete baseline to monitor and systematize this information in a more transversal way (…) considering that racial equality policy is all public policy — because every policy has the potential to include more black people, quilombolas, indigenous people and gypsies. Policies that neglect these considerations run the risk of reproducing inequalities during their implementation,” concluded Dias.
The event brought together 80 participants in person — including researchers, students, public servants, journalists, as well as online viewers via the IPEA YouTube channel. The results can be accessed on the IBGE portal and, in the future, will also be available on platforms such as the IBGE Automatic Retrieval System – SIDRA and on the SINAPIR panel (National System for the Promotion of Racial Equality).
