IBGE participates in the 32nd Session of the Latin America and the Caribbean Commission for Agriculture Statistics

At the invitation of the Food and Agriculture Organization of the United Nations (FAO), the Brazilian Institute of Geography and Statistics (IBGE) participated in the 32nd Session of the Latin America and the Caribbean Commission for Agriculture Statistics (LACCAS), from March 26 to 28, in Asunción, Paraguay. The Coordinator of Agricultural Statistics (COAGRO) of the Directorate of Surveys (DPE), Octávio Costa de Oliveira, represented the IBGE at the event, which was supported by the National Institute of Statistics of Paraguay (INE).
The COAGRO Coordinator, Octávio Costa de Oliveira, explained that the FAO commission was created in 2023, from the extinct FAO/IICA Working Group, in which the IBGE participated. “It is an important forum for experiences in agricultural statistics of the countries in the region, through their official statistics institutes and ministries of agriculture. COAGRO’s participation in these regional events, coordinating this working group, strengthens the IBGE’s institutional image among Latin American countries,” he pointed out.
On the first day of the event, updates on progress made since the 31st Session, updates on monitoring the Sustainable Development Goals (SDGs), methodological developments and disaggregated data were discussed. On the second day, the topics covered were: the World Census of Agriculture (WCA) from 2020 to 2030, the compilation of food balance sheets, agricultural science and technology indicators (ASTI), and regional challenges for fisheries statistics. The third day of the meeting was marked by discussions on statistics on agrifood systems, recommendations and the closing of the event.
A workshop was also held to review the first draft of the "Diagnosis of the State of Area Frames for Agricultural Surveys in Latin American and Caribbean Countries in Latin American and Caribbean Countries", discuss recommendations and identify common actions to improve the quality of the use of multiple structures for agricultural surveys.
Among the LACCAS recommendations are proposals to create free distance learning (DL) courses for training in sampling and agricultural statistics, develop tools, methodologies and studies to optimize sample surveys in the region, and strengthen the group for the use of multiple registers. The new World Programme for the Census of Agriculture (WCA 2030) was also presented, containing guidelines and recommendations for countries that will conduct censuses between 2026 and 2035.
Octávio Costa de Oliveira presented the CEA/ECLAC WG proposal, which was approved by the participants. The document presented is being reviewed and will be concluded by the organizing countries and FAO, for presentation at the 24th Meeting of the Executive Committee of the ECA, which will be held virtually on April 29 and 30.
SCA/ECLAC Working Group

During the 32nd Session of the Latin America and the Caribbean Commission for Agriculture Statistics, on March 25, the 3rd Meeting of the Working Group on Agricultural Statistics of the Statistical Conference of the Americas (WGAS-SCA), an agency of the Economic Commission for Latin America and the Caribbean (ECLAC), was held. The Working Group is coordinated by Brazil and Ecuador, represented by the IBGE and the Instituto Nacional de Estadísticas y Censos (INEC). On the occasion, partial reports were presented for evaluation by the WG, and participants were able to review the document, discuss recommendations, identify actions to improve the records and validate the contents of the reports.
Octávio Costa de Oliveira, Coordinator of Agricultural Statistics (COAGRO) of the Directorate of Surveys (DPE), explained that the main product of the WG is a diagnosis of the use of area registries and lists of agricultural producers in agricultural statistics by probabilistic sampling, identifying the main challenges and opportunities for their use. “The objective is to encourage the use of the multiple registries technique and probabilistic sampling surveys by the countries of the region, commonly known as ENA (Encuesta Nacional Agropecuaria, in Spanish)”.
The specific objectives of the Group include: systematizing the experiences of Latin America and the Caribbean in the development and use of multiple frameworks in agricultural surveys; identifying common challenges among countries; proposing methodologies and tools that can be adopted or created to facilitate the development, use and maintenance of multiple frameworks; and contributing to the use and improvement of area structures for agricultural surveys in Latin American and Caribbean countries.
