Volume of Services changes -0.1% in November

In November 2025, the volume of services in Brazil changed -0.1% compared to October, in the seasonally adjusted series. Thus, the services sector is 20.0% above the level of February 2020 (pre-pandemic) and 0.1% below the historical record, reached in October 2025. In relation to November 2024, in the non-seasonally adjusted series, the volume of services grew 2.5%, the twentieth consecutive positive result.

The year-to-date figure reached 2.7% compared to the same period of the previous year, while the cumulative  figure for the last twelve months reached 2.7%, repeating the expansion rate observed in October 2025 (2.7%).

The negative change in the volume of services (-0.1%), from October to November 2025, was accompanied by only two of the five activities disclosed: transportation (-1.4%) and information and communication (-0.7%). Conversely, there were increases in professional and administrative services (1.3%) and other services (0.5%), with the former accumulating a gain of 1.6% in the last 2 months, while the latter registered a cumulative growth of 3.5% between July and November. In turn, services rendered to families (0.0%) remained stable this month.

Also in the seasonally adjusted series, the three-month moving average of the volume of services was 0.3% in the quarter ended in November 2025 compared to the previous month. Four of the five sectors investigated showed expansion: other services (1.0%); professional, administrative and complementary services (0.4%); information and communication (0.3%); and transportation (0.2%). Conversely, services rendered to families (-0.1%) showed the only negative change in this type of indicator.

Compared to November 2024, the volume of the services sector grew by 2.5% in November 2025, the twentieth consecutive positive result. This month's advance was accompanied by four of the five dissemination activities and by 47.6% of the 166 types of services investigated.

The main positive impacts came from the information and communication sectors (3.4%) and the transportation, support services for transportation and postal services sector (2.5%). These were mainly driven by increased revenue in portals, content providers and other Internet information services; custom computer software development; information technology consulting; open TV activities; software development and licensing; and data processing, application service providers and Internet hosting services, in the first sector; and in road freight; air passenger transportation; highway concessionaires; collective road passenger transportation; freight transportation logistics; and pipeline transportation, in the latter.

The remaining advances came from professional, administrative and complementary services (3.2%); and from other services (1.9%), largely explained by higher revenue from engineering services; advertising space brokerage; business management consulting; and legal activities, in the first segment; insurance, supplementary pension and health plans; collection of non-hazardous waste of domestic, urban or industrial origin; financial support services; and agricultural support activities, in the last.

The only negative influence came from services rendered to families (-1.0%), mainly pressured by lower revenue from restaurants; hotels; and theatrical and musical performances.

In the period from January to November 2025, compared to the same period of the previous year, the service sector grew by 2.7%, with positive rates in four of the five activities and in 53.6% of the 166 types of services investigated. The most significant positive contribution came from the information and communication sector (5.4%), largely driven by increased revenue from companies operating in the segments of portals, content providers and other internet information services; software development and licensing; information technology consulting; data processing, application service providers and internet hosting services; custom software development; and technical support, maintenance and other information technology services.

Other advances came from transportation, support services for transportation and mailing (2.5%); professional, administrative and complementary services (2.4%); and services rendered to families (0.9%), mainly explained by increased revenue from companies operating in air passenger transportation; cargo logistics; road freight; pipeline transportation; airport operation; and inland waterway freight navigation, in the first sector; advertising space brokerage; business management consulting; business intermediation in general through applications or e-commerce platforms; cleaning activities; and management of non-financial intangible assets, in the second; and catering services; hotels; and restaurants, in the last. Conversely, other services (-0.9%) exerted the only negative influence, largely pressured by lower revenue from support activities for financial services; maintenance and repair of motor vehicles; credit card administration; brokers and agents of insurance, supplementary pension and health plans; and maintenance and repair of computers and peripheral equipment.

Volume of services declines in 17 of 27 Federation Units

Most (17) of the 27 Federative Units recorded a contraction in the volume of services in November 2025, compared to October, in the seasonally adjusted series, following the decline observed for Brazil (-0.1%). The most significant negative impacts came from Rio de Janeiro (-1.4%), the Federal District (-3.4%), Bahia (-1.5%), and Amazonas (-3.0%). Conversely, São Paulo (0.3%) and Minas Gerais (1.1%) made the main positive contributions for the month, followed by Pará (2.6%) and Pernambuco (1.3%).

Compared to November 2024, the expansion in the volume of services in Brazil (2.5%) was accompanied by 18 of the 27 Federation Units. The most significant positive contribution came from São Paulo (3.4%), followed by Rio de Janeiro (2.8%), Paraná (3.0%), the Federal District (5.1%), and Pará (10.9%). Conversely, Amazonas (-10.6%) led the losses for the month, followed by Bahia (-3.4%), Rio Grande do Sul (-1.2%), and Tocantins (-10.3%).

In the year-to-date figures, compared to the same period of the previous year, the increase in the volume of services in Brazil (2.7%) was accompanied by 22 of the 27 Federation Units. The main positive impact occurred in São Paulo (4.1%), followed by the Federal District (7.6%), Rio de Janeiro (1.5%), Paraná (2.5%) and Santa Catarina (3.7%). The main negative influence came from Rio Grande do Sul (-4.6%).

Tourism Activities show a positive change of 0.2% in November

In November 2025, the tourism activities index showed a positive change of 0.2% compared to October, the fourth consecutive positive result, a period in which it accumulated a gain of 2.4%. With this, the tourism sector is 13.0% above the level of February 2020 and 0.8% below the peak of its time series, reached in December 2024.

Eight of the 17 locations surveyed followed the growth seen in national tourism activity (0.2%). The most significant positive contribution came from São Paulo (0.9%), followed by Bahia (1.9%), Pará (5.3%) and Goiás (2.9%). Conversely, Rio de Janeiro (-3.2%) led the losses in tourism this month, followed by the Federal District (-5.0%) and Rio Grande do Sul (-2.9%).

Compared to November 2024, the volume of tourism activities in Brazil grew by 2.1%, the eighteenth consecutive positive result, driven by the sectors of passenger air transportation; catering services; and accommodation-related reservation services.

In this comparison, fourteen of the seventeen states where the indicator is investigated showed progress in tourism-related services, with Rio de Janeiro standing out (4.0%), followed by São Paulo (1.2%), Pará (24.4%), Rio Grande do Sul (7.8%), Bahia (5.6%), and Paraná (4.7%). Conversely, Minas Gerais (-5.4%) exerted the main negative impact for the month, followed by Goiás (-6.9%) and Santa Catarina (-3.5%).

In the year-to-date figures, the special aggregate of tourism activities grew by 5.0% compared to the same period of the previous year, driven mainly by increased revenue obtained by companies in the sectors of passenger air transportation; catering services; accommodation-related reservation services; and hotels.

Fifteen of the seventeen locations surveyed also registered positive rates, with São Paulo (4.5%) and Rio de Janeiro (10.0%) standing out, followed by Rio Grande do Sul (12.3%), Bahia (7.2%), and Paraná (5.5%). Conversely, Minas Gerais (-3.9%) and Mato Grosso (-1.4%) recorded the only losses in tourism for the year.

Passenger transportation declines 0.5% and freight transportation changes -0.1%

In November 2025, the volume of passenger transportation in Brazil registered a 0.5% decrease compared to the preceding month, in the seasonally adjusted series, after having recorded three consecutive positive results, a period in which it accumulated a gain of 3.1%. Thus, in this reference month, the segment is 12.5% ​​above the level of February 2020 (pre-pandemic) and 13.5% below February 2014 (the highest point in the time series).

In turn, the volume of freight transportation showed a slight decrease (-0.1%) in November 2025, after having registered five consecutive positive results, a period in which it accumulated a gain of 3.5%. Therefore, the segment is 2.7% below the highest point in its series (July 2023). In relation to the pre-pandemic level, freight transportation is 40.5% above February 2020.

Compared to November 2024, in the series without seasonal adjustment, passenger transportation grew 6.4% in November 2025, the fifteenth consecutive positive result; While freight transportation advanced 3.4% in the same type of comparison, thus registering its seventh consecutive increase.

In the period up to November 2025, passenger transportation grew 6.8% compared to the same period in 2024, while freight transportation advanced 1.3% in the same investigated interval.
