IBGE has funding for SINAPI restored after new federal government decree

The Federal Government issued, last Friday (05), Decree No. 12,867, which amends the Decree No. 7,983. The new text establishes conditions for the funding of activities within the National System of Costs Survey and Indexes of Construction (SINAPI), and the resumption of fund transfers from Caixa Econômica Federal to the Brazilian Institute of Geography and Statistics (IBGE).
Signed by the president of the Republic, Luiz Inácio Lula da Silva, and by the minister of Planning and Budget, Simone Nassar Tebet, the Decree reinforces the role of SINAPI as a basis for the elaboration of budgets and for engineering services hired by the federal government.
The president of the IBGE, Marcio Pochmann, praised the unprecedented nature of the act. “Preident Lula's decree guarantees additional resources will be paid to Sinapi, after 13 years of exclusive funding and conduction by the IBGE. Starting in 2026, the continuity and improvement of SINAPI remains guaranteed as a fundamental reference for planning, budget and transparency of public construction works in Brazil," said Pochmann.
SINAPI is a joint production of IBGE and Caixa and gathers information on prices of materials and equipment, salaries of professional categories, and compositions of services used in civil construction. The data are collected, analyzed, and processed by IBGE, while Caixa is responsible for the technical engineering base, maintenance, and dissemination of information from the National SINAPI Database.
The statistics produced by the system are used as a reference for investment planning and the preparation of public works budgets throughout the country. The indicators also allow for monitoring the evolution of construction costs and updating contracts and projects for infrastructure, housing, and sanitation.
With the new regulation, funding for the production of SINAPI information is once again expected —something that had not occurred since 2012. This measure reinforces institutional cooperation between the IBGE and Caixa and guarantees resources for the continuity and improvement of the survey, considered fundamental for transparency and efficiency in the management of public works in Brazil.
Created in 1969, SINAPI has become one of the main national references for civil construction costs. It is widely used as a reference for for budgets of engineering works and services hired with federal funds.
