National Index of Civil Construction reaches 0.51% in December; closes 2025 with a rise of 5.63%

In December 2025, the National Index of Civil Construction reached 0.51%, a rate 0.26 percentage points (p.p.) higher than that of November (0.25%). In the year, the index accumulated an increase of 5.63%, exceeding 1.65 p.p. the cumulative rate in 2024 (3.98%). This is information from the National System of Survey of Costs and Civil Construction (Sinapi), calculated monthly by the IBGE.
In terms of values, the national cost of construction, per square meter, reached R$1,891.63 in December, with R$1,078.39 relating to construction materials and R$813.24 relating to workforce costs.
The share of materials changed by 0.27%, standing 0.11 p.p. lower than the previous month's rate (0.38%) and 0.06 p.p. below the December 2024 rate (0.33%).
On the other hand, workforce changed 0.83%, rising 0.74 p.p. over the previous month (0.09%) and 0.77 p.p. compared to December 2024 (0.06%). A collective agreement observed in the period contributed to this increase.
The cumulative result in 2025 was 4.20% in materials and 7.63% in workforce. In 2024, the share of materials had closed at 3.32% and workforce, at 4.90%. For Augusto de Oliveira, the manager of the survey, “in December 2025, the shares of materials and workforce accelerated compared to 2024. However, the difference of 2.73 percentage points in the workforce rate is mainly due to collective agreements in Minas Gerais, a state that weights in the construction sector.”
Central-West closes the year with the biggest increase (6.27%) among the Major Regions
Among the five Brazilian Major Regions, the values per square meter in December 2025 were: R$ 1,943.65 (North); R$ 1,756.96 (Northeast); R$ 1,942.83 (Southeast); R$ 2,021.12 (South) and R$ 1,912.36 (Central-West).
The Southeast showed the biggest change in December (0.97%), due to the increases observed in its four states and the collective agreement signed in Minas Gerais. The second biggest change in December was in the Central-West (0.39%), followed by the Northeast (0.27%), South (0.09%) and North (0.07%).
In 2025, the Central-West accumulated the biggest increase in the year (6.27%), while the North region recorded the lowest one (4.62%). Compared to 2024, the North Region was the only one with a cumulative reduction, (-0.19 p.p.). On the other hand, the biggest increase in this indicator was in the Central-West (3.74 p.p.).
Mato Grosso accumulated the biggest increase (3.34%) in 2025
Among the 27 Federation Units, the highest rate for December 2025 was in Minas Gerais (3.34%), which showed an increase in the costs of workforce and construction materials. On the other extreme, Santa Catarina showed the lowest rate (-0.08%).
In the cumulative index in the year, Mato Grosso was the state with the highest rate (8.05%) and Amazonas showed the lowest one in 2025 (3.74%). Oliveira notes that “even though it does not show the highest cumulative rates for materials and workforce, Mato Grosso recorded the highest cumulative change in the year, 8.05%. In the disaggregated results, this state showed a change of 7.13% in the share of workforce and 4.31% in the share of materials.”
